Consistent with our ongoing efforts to expand and enrich services to our growing and increasingly diverse client base, Brown & Weinraub is pleased to announce the following four additions to its team of professionals.

Gary Eisenman, of Counsel and Senior Advisor

Gary will help Brown & Weinraub strengthen its Real Estate  and Development practice by employing his diverse professional experience spanning over 35 years with AM Law 100 law firms, the United States Department of Housing and Urban Development (HUD) and the Empire State Development Corporation, as an attorney. As a transactional real estate attorney with the law firm of Cravath, Swaine & Moore LLP for over twenty years Mr. Eisenman acted as counsel to real estate companies, private equity firms, commercial banks, Fortune 100 Companies, not for profit corporations and other owners and operators of varied property types. During his tenure at Nixon Peabody, he represented affordable housing developers.

Appointed by then Secretary of HUD, Andrew M. Cuomo, as General Deputy Assistant Secretary and Deputy Commissioner of the Federal Housing Administration Mr. Eisenman was responsible for the day-to-day administration of such agencies. He developed and implemented significant operational and programmatic initiatives that transformed the way HUD conducted its business, many of which continue today.

A graduate of Albany Law School and the State University of New York at Albany, Gary is a member of the NYS Bar who worked in the Executive Chamber and at ESDC, and managed and played material roles in various statewide election campaigns in NYS.

Mary Beth Labate, Senior Advisor

With the addition of Mary Beth Labate, who will formally join the firm later this year, Brown & Weinraub’s ability to advise clients on NYS budget and fiscal matters is clearly unmatched. Ms. Labate has more than 30 years of experience in government and public policy including a variety of leadership roles within the Budget Division, including in the higher education, human services, transportation, environment, and economic development sectors. Appointed as Budget Director and First Deputy Budget Director for Governor Andrew Cuomo, Ms. Labate was responsible for day-to-day operations of the Budget Division and overall management of the State’s financial plan. She developed, negotiated and implemented the Executive Budget, economic and revenue forecasting, tax policy, fiscal planning, capital financing and management of the State’s debt portfolio.

Following her position as Senior Advisor to the Chancellor for Fiscal Policy at the State University of New York, Ms. Labate served as President of the Commission on Independent Colleges and Universities (CICU), an Albany based not-for-profit organization that represents the chief executives of New York’s 100+ independent (private, not-for-profit) colleges and universities on issues of public policy.

Mary Beth is a graduate of the University of Notre Dame and holds an M.A. in Public Administration from the Rockefeller College of Public Affairs and Policy.

Molly Marcy, Senior Advisor

The firm’s connectivity with leaders and staff in the executive and legislative branches, as well as the NYS delegation in Washington DC, will be bolstered as Molly Marcy joins Brown & Weinraub following more than a decade of experience in New York State government and politics. Most recently, Ms. Marcy served as Governor Andrew Cuomo’s Director of Legislative Affairs where she  advised the Governor and senior officials on legislative strategy and served as a primary liaison between the Legislature and the Executive Chamber. Ms. Marcy concurrently served as Director of Cabinet Affairs, where she was the principal liaison to members of the Governor’s cabinet advancing the Governor’s legislative and policy agenda.

Prior to her administration appointments, Ms. Marcy was Senior Advisor to the Deputy Democratic Leader in the New York State Senate. In this role she served as the Senator’s primary representative in all State budget and policy negotiations. Additionally, she has played an active role in numerous federal state and local political campaigns including serving as an assistant vice president of the Hamilton Campaign Network.

Molly is a graduate of the University at Albany – State University of New York.

Evan Rantzaklis, Senior Advisor

With extensive campaign experience, Evan Rantzaklis will help Brown & Weinraub enhance the advocacy strategy services it provides to all clients and strengthen the firm’s relationships with newer members of the Legislature.  As Executive Director of the New York State Democratic Senate Campaign Committee (DSCC) for the 2020 election cycle Mr. Rantzaklis assisted in crafting, and was integral in executing, the blueprint that resulted in the Senate’s first “Super-Majority” in modern history. He also was the committee’s principal point of contact for all Democratic Senate candidates across the state. Previously at the DSCC, Mr. Rantzaklis served as Finance Director where he set multiple fundraising records for the committee and helped elect Democrats to the Majority in 2018, positioning the party for back-to-back Democratic majorities in the NYS Senate for the first time since 1936.

As a Senior Aide to Sen. Tony Avella who represented part of Queens, Mr. Rantzaklis was actively involved in the following Senate Committees: Cities, Children and Families, Cultural Affairs, Education, Elections, Environmental Conservation, Finance, Housing, Judiciary and Transportation.

Evan is a graduate of the State University of New York at Geneseo.
