Brian Matthews is a seasoned government relations professional at Brown & Weinraub, bringing decades of senior-level experience in New York State government, financial administration, and public sector leadership. He holds a Master of Public Administration from the Rockefeller School of Public Affairs and Policy at the State University of New York at Albany, which complements his extensive practical experience in state finance, government procurement, and policy.
Brian previously served as Chief Financial Officer for the New York State Office of General Services, where he advised the Commissioner on financial operations, strategic planning, risk management, and enterprise-wide initiatives. In that role, he provided executive leadership across critical areas including minority- and women-owned business contracting, service-disabled veteran-owned business programs, statewide energy procurement and market forecasting, risk and insurance management, and fleet operations.
His earlier tenure with the New York State Office of the State Comptroller included leadership roles as Director and Assistant Director of the Bureau of Financial Administration, where he oversaw agency budgeting, procurement, contract management, and internal controls, while managing large teams and ensuring compliance with statewide policies. He began his career with the Division of the Budget as a Senior Budget Examiner, developing deep expertise in fiscal analysis, budget development, and long-range financial planning.
