Caroline joined Brown & Weinraub after 20 years of experience in New York State government and politics including serving in senior level positions in the administrations of the last four Governors.

 

Most recently, Caroline was the Chief of Staff at the Dormitory Authority of the State of New York (DASNY), one of the nation’s leading public construction, procurement, and financing authorities. In 2021-22, the authority completed bond financings valued at approximately $9 billion and had a construction portfolio of more than 1,000 projects totaling approximately $9 billion. While at DASNY, Caroline’s responsibilities included oversight of policy and operations across all of DASNY’s business lines, serving as chief advisor to the authority’s CEOs, and chief liaison to the Governor’s Office, New York State Division of Budget and New York State Agencies. She also directly managed DASNY’s grant administration, communications, marketing, intergovernmental affairs, and environmental affairs units.

 

Prior to her work at DASNY, Caroline served in various leadership roles in the New York State Governor’s Office under three Governors including as Assistant Executive Deputy Secretary where she oversaw the management of the Governor’s regional offices and managed all aspects of the Governor’s event and scheduling operation. She then served as Director of Intergovernmental Affairs, where she was the chief liaison between the Governor and State Agencies with federal, state, and local elected officials from around the state. She was responsible for developing and implementing legislative outreach campaigns and political strategies for executive legislation and building strategic partnerships and coalitions with key stakeholders to advance the Governor’s initiatives.

 

Caroline began her career as the Upstate Political Director for the New York State Democratic Party where she managed several campaigns for elected officials across the State.

 

Caroline holds a Bachelor of Arts degree from Boston College.
